Foodservice Packaging Institute Unveils 17th Annual Trends Report Amid Industry Evolution

The Foodservice Packaging Institute has released its 17th annual Trends Report, offering a comprehensive look at the trends shaping the foodservice packaging industry in 2025. From the challenges of navigating Extended Producer Responsibility (EPR) regulations to the opportunities presented by consolidation and customization, the report provides critical insights for industry stakeholders.

“This year’s report underscores the resilience and adaptability of our industry,” said Natha Dempsey, president of FPI. “While we face significant challenges, such as the patchwork of EPR requirements and rising costs, we’re also seeing exciting opportunities for growth through innovation, customization and meeting the evolving needs of consumers.”

EPR regulations remain the industry’s largest pain point, with varying state requirements creating challenges for manufacturers and operators. Companies are shifting their packaging portfolios to comply with these mandates, as sustainability moves from a “nice-to-have” to a legislative necessity. Mergers and acquisitions are reshaping the industry landscape, with companies streamlining operations to expand product offerings and improve service capabilities. This trend extends to operators and distributors, who are consolidating to increase coverage and improve service capabilities.

Rising costs from tariffs, inflation and material expenses are driving more value-focused purchasing decisions. Domestic manufacturing is on the rise as companies look to avoid tariff-related costs while balancing sustainability goals. Generational shifts are influencing purchasing behaviors, with younger consumers prioritizing unique, customizable experiences. This is driving innovation in packaging and foodservice offerings to meet these expectations. As consumers tighten budgets, value meals and at-home dining are making a comeback. Convenience stores and grocery retailers are responding by expanding foodservice operations, meal kits, and pre-made offerings to meet demand for convenience.

“While the industry is navigating a period of complexity, it’s also a time of opportunity,” Dempsey added. “Customization and consolidation are paving the way for growth, and our industry will continue to adapt to these trends to be well-positioned for the future.”

This annual survey collects opinions from companies throughout the foodservice packaging supply chain, including raw material and machinery suppliers, packaging manufacturers, distributors and operators. The first section of the report compiles direct comments and insights by industry respondents. The second section provides high-level trends in the foodservice packaging industry based on FPI staff analysis of member submissions, as well as FPI’s general industry observations.
